4. Kylo Ren

If he wasn't quite so volatile, Kylo Ren would probably be shoulder-to-shoulder with either his former teacher or his current one at the very top of this ranking. But there's something holding him back - whether the links to the past that are anchoring him to his humanity or the inherent reluctance of an undercover agent (depending on how you consider him).

As seems to be hinted in the trailers for The Last Jedi, Kylo showed unprecedented levels of power in his early training, which marked him out as a special apprentice for Luke Skywalker (and also a prized asset to steal for Snoke and the First Order). He believes himself to be the Chosen One, and that probably isn't entirely misplaced, even if he wrongly believes the Chosen One has to be affiliated with the Dark Side.

The terrifying thing for his enemies is that Kylo will increase in powers as soon as he's overcome the conflict that is so obviously tearing him up, and that will be particularly dangerous.
