6. The Government Consider Him Less Dangerous Than Batman

When you look at the Batman V Superman: Dawn Of Justice and Suicide Sqaud trailers side by side, a weird inconsistency comes to light: the public are being encouraged by the press (including the Gotham media, and Clark Kent€™s reporting) not to trust Batman, while the government are more than happy to hand responsibility and important missions to members of his rogues€™ gallery like Deadshot and Harley Quinn. What€™s all that about? One theory doing the rounds is that the government actually consider most villains €“ the Joker included €“ less dangerous than Batman. Although these baddies don€™t have clean criminal records, they can easily be controlled with the threat of death and the promise of reduced prison sentences/big piles of cash. Maybe Leto€™s Joker €“ no-matter how unhinged he is - will be made a member of the Squad at one stage, as a less-dangerous alternative to employing the services of Batman or Superman. Superman levelled Metropolis in Man Of Steel, while Batman€™s brutal brand of justice isn€™t what the government want to be seen supporting. By comparison, redeemed criminals fighting to save society could be seen as a better PR angle. If this one turns out to be true, it€™ll certainly be interesting to see how Batman responds to the news that the government trust him less than Joker. Surely, he'd see it as a sizeable kick in the teeth for The Caped Crusader.
