When we first meet the Jabari tribe, they're consciously alienated from the other four tribes of Wakanda, having shunned their compatriots' love of technology and moved into their mountain stronghold.

They're ostracised from their countrymen and barely interact, according to M'Baku's challenge to the Wakandan royal family when they ask for his help defeating Killmonger. But crucially, M'Baku does the right thing and turns up, and they are presumably now to be allies.

That's the only explanation for Winston Duke's M'Baku returning for Infinity War. Presumably, T'Challa calls upon eveyone at his disposal to defend against Thano's army and we'll see M'Baku's tribe and the others all standing shoulder to shoulder against a common enemy again.
