As Tim Burton revealed in the commentary for the original 1989 Batman, he wanted to use Billy Dee WIlliams as not only Harvey Dent - as he had been in the first movie - but also as Two-Face. He had intended for the character to return in the third Batman movie after sitting out the second (though there were plans to have him in Max Shreck's role in an early version of Batman Returns).

In that draft, Catwoman would have electrocuted Dent and set him up to turn into Two-Face in Batman III. Unfortunately, when the film changed hands, Williams was cut out and replaced by Tommy Lee Jones who barely even enjoyed the process thanks to Jim Carrey's involvement.

Later, Williams revealed his disappointment: “I had hoped that I would have done Two-Face, but it changed hands before then, and I think Schumacher got involved.”
