The third of Steve Trevor's band of merry men, Sameer (played by Saïd Taghmaoui) is also the best of the bunch.

As with Chief and Charlie, he doesn't get a whole lot to do over the course of the movie, but he's one of the most effortlessly entertaining parts of it. He gets a number of the very best, funniest lines in the entire movie, with perfect delivery from Taghmaoui.

There's not a great deal to the character beyond that, although he does have more heart than he initially lets on, after first acting - like Charlie - to only be in it for the money. But he's mostly there as comic relief, and does a stellar job of it.
