Although he's merely an A.I program, the president of the Enclave always maintained a presence in the Wasteland. Even if The Lone Wanderer never tuned in to the Enclave radio station, the president seemed to inhabit the minds of many Wasteland citizens. The citizens never seem to trust the Enclave, and once you realize that the voice of the President is provided by THE Alex DeLarge, that distrust makes perfect sense.

Malcolm McDowell, of Clockwork Orange fame, provided a sense of both nostalgic appreciation and manic energy through his multitude of recordings. The messages that would consist of discussing the necessity for peace, only to then degrade to a declaration that everyone is already doomed. McDowell delivered with conviction on both sides of the President's "personality". He allowed a recording to take on a personality of its own when it could've just devolved into simple background chatter. Most importantly, even though it was only a computer, the character FELT human.McDowell is no stranger to voice acting, having roles in both God of War III and Killzone 3, so his seamless transition from film to voice acting is no accident. President Enclave may not have appeared in Fallout 4, but here's hoping that McDowell finds another way to be a part of the Fallout universe.
