2. Handsome Jack - Borderlands 2
Another truly deranged psychopath just beats out Vaas, and he in turn offers a completely different take on the 'crazy villain' trope than both Vaas and Pagan Min. Debuting in Borderlands 2 and quickly becoming a staple of the franchise, Handsome Jack has everything which makes Borderlands great.
He's got a wild and sadistic sense of humour, he never takes anything seriously and has a killer shot. He's got the full package, and that would probably make him giggle. Despite so clearly relishing in violence and being a selfish bully, there is something strangely endearing about him.
In Borderlands 2, we don't get the full picture, we only see him as a villain. A fantastic villain, but one relegated to the role of antagonist nonetheless. It's in Borderlands: The Pre Sequel where he really comes into his own. You're forced to be his ally in that, needing to pair up with him to ensure your own survival.
Working with him, he's never particualrly humanised or diluted, but we do get a deeper insight into the man behind the handsome face. Definitely not the most likeable character of the decade, but still one of the best.
