Former surgeon-turned serial killer Thomas Elliot might have once been a friend of Bruce Wayne, but by the time players encounter him and his alter-ego Hush in Arkham City, he's become a sociopathic madman. Deranged and dangerous, Hush establishes himself in Arkham City as the serial killer behind the identity theft killings during the game.

The sight of seeing this ruthless criminal using the faces of his victims to keep himself one step ahead of the authorities and Batman was one of the most impactful and polished side missions in all of Arkham City, but sadly it was to be something the series pretty much gave up on by the time Arkham Knight rolled around.

Hush was introduced in Arkham Knight by infiltrating Wayne Tower and taking Luscious Fox hostage, prompting Batman to follow him in pursuit. A brief one-sided fight between the pair results in this once mighty and mysterious villain being tossed aside and quickly forgotten about.

It seems pretty clear that Rocksteady couldn't quite think of a way to bring this potentially legendary villain's story round full circle in a way that would be satisfying to all fans, so they simply didn't bother trying.
