Until Sega was deep into development on Sonic Adventure 2, Tails wasn't actually supposed to be included in the game in anything beyond a story capacity, with Sonic, Knuckles, and Eggman intended to be the three playable characters.

As a result, Tails naturally wasn't featured as part of the gameplay in its marketing, as caused a not insignificant reaction from the character's many devoted fans, who felt he absolutely should be playable.

And so while Sega were way too deep into development to plug Tails into the bulk of the game, they developed a small number of additional levels featuring him.

This effectively explains why all of Tails' levels feel disconnected from the core loop of the story and are also vehicle-based, because it would've just been too damn costly to do anything more.

And yet, Sonic Adventure 2 went on to receive rave reviews from critics and fans alike, ensuring nobody felt particularly deprived of their Miles Prower fix.
