Staying in the game's first-person perspective, you can lay foundations, erect walls, and grow food, creating a village inhabited by whoever you want living there - complete with merchants and shops. Thanks to the Real Time Settler mod, you don't need to move all the way out to the colder climes of the Boston wasteland to lead your own settlement. Just like in Fallout 4, you manage your settlement from the first-person perspective, and can build a range of houses, taverns, Military buildings and industrial/farming buildings. You can then hire inhabitants to come live in your little society/cult/whatever you want it to be and assign them jobs to do. Download the Farming Bob mod as well to add an elaborate farming system to the RTS mod. These mods essentially turn New Vegas into a kind of first-person building sim, and it's highly like that they helped inspire Bethesda to add the settlement-building system to Fallout 4.
