3. Thomas Wayne Jr
It may be too recent to include in a game that has mostly paid homage to the classic Batman stories, but those who have read Zack Snyder's excellent New 52 Batman stories would welcome the inclusion of the Court of Owls. The secret society that has ruled Gotham from behind the scenes for generations were thought only to be myth until Bruce Wayne finds himself targeted by the their personal assassin the Talon. Hunting down the Court, Batman discovers to his horror that they are in fact very real and the Talon is none other than his long lost younger brother Thomas Wayne Jr. The Talon wears an armored suit similar to the Arkham Knight, except his is modeled after the owl (the natural predator of bats). He has a pathological hatred for his brother Bruce and very nearly defeated him. In the comic Batman is abducted by the Court and forced to fight his way through an underground labyrinth that would make for an awesome level should the Court find their way into the game. Unfortunately the presence of an underground cult controlling Gotham would require a lot of retconning of the established Arkhamverse. Given their influence in the comics, Rocksteady would probably have to find a way to rewrite the previous games stories to fit them in. The opening of Arkham City for example and Protocol 10 could end up being their doing and Hugo Strange would have to be rewritten as a member. This is all theoretical but our point is the game has enough going on already. With the impressive number of villains revealed so far, and the ones we still hope to appear, we're happy to let the Court of Owls sit this one out. That said, if the Arkham Knight really does turn out to be Bruce Wayne's brother, expect us to be among the first to lose our minds.
