8. President John Henry Eden - Fallout 3

Secret U.S. government cabal The Enclave seemed to have met their end during the climax of Fallout 2. That game's protagonist, the Chosen One, not only destroyed their main base, but also killed the new President Of The United States.

So their return in Fallout 3 was a surprise. On the one hand, it made sense that the U.S. government might try to regroup in Washington D.C., where there are no established governments like the New California Republic to contend with. On the other, their defeat in Fallout 2 seemed pretty definitive. I mean, you did kill the President.

But what you didn't see coming was a secret second president... who's a computer. A computer who broadcasts on the radio mostly talking about how awesome he is. And, somehow, the voice of some guy they never even heard of is more than enough to rally the Enclave.

It just doesn't make a ton of sense. The Enclave had a power structure - you'd think they'd have a formal plan for succession. At the very least they'd have a massive power vacuum. So were they all just chilling, waiting for any random guy to declare himself President?

How does anyone ever lose to these guys?
