9. Modern Warfare 2 - No Russian

Of course it had to qualify: No Russian is one of the single most controversial levels in video game history, and though there was some narrative merit in the sequence, it was the sensationalism of the level that really made it offensive. In narrative terms there was no reason that airport massacre couldn't have been shown as a cut-scene, with implied violence, or even in a news report, with the player then dropped into the end when the enemy forces appear to take out Makarov and his crew. Its inclusion was instead played for controversy, courting outrage from sensitive sources and making a bold marketing statement that would have ensured extra sales. And as for the argument that says Infinity Ward catered to gamers who don't like controversial content by allowing them to skip the mission, that in itself was a conscious marketing decision to court further attention through controversy. You don't stick a great big disclaimer on a game like that, targeted at the audience its aimed at, without knowing exactly what you're doing.
