This is clearly a reference to the family of "cavemen" that can be discovered in Halo 3's mission "Sierra 117," each similarly resembling a monkey and bearing the face of Bungie employee Marcus R. Lehto.

Needless to say if you accidentally stumbled upon this secret scene by accident, it absolutely destroyed any immersion you had in the central drama unfolding.
