Persona 5 gained the fame that it did partly by tapping into a fantasy most young people have: getting to bring down incredibly powerful old men whom the law cannot touch. And hoo boy, was that felt hard in the penultimate dungeon of the game, with Masoyoshi Shido: the sociopathic, social ladder climbing scumbag antagonist of the entire game.

Shido wanted to be the prime minister of Japan more than anything. The problem was, he had the charisma of a depressed alcoholic clam and looked like a generic corporate stiff, so there was very little chance of him getting elected the right way. Fortunately, he managed to get his hands on the research of one Dr. Wakaba Isshiki, which proved the existence of a realm called The Metaverse, built entirely out of the human collective unconscious.

And by "got his hands on" the research, I mean he used his son Akechi to assassinate her through the Metaverse and steal all her research.

Shido proceeded to use his knowledge of the Metaverse to take control of the entire country from the inside, corrupting entire swathes of Japan's business and political sectors into his thrall, and having Akechi murder anyone who wouldn't toe the line. All of which was for nothing more than to sate his own ego, having no actual plan for his administration.

Shido is perhaps one of the most realistic villains in the Persona franchise, which only makes his plan and goals all the more loathsome.
