9. Gill - Street Fighter III: 3rd Strike

Boot up a copy of 3rd Strike's Online Edition and join a public lobby. Any will do; they'll all stipulate that Gill is banned.

The red and blue bastard is always relegated to the bench, and for good reason. As the big bad of Street Fighter's third outing, Capcom never intended for the technicolour leader of the Illuminati to be anything but 100% busted. Remember, this was during the days of arcades. To empty eager gamers' pockets, final bosses were designed to be intentionally unfair. 

Listing off the character's strengths would turn into a laundry list real fast, so let's say that, based on his supers alone, Gill is unmatched among his peers. Unlike the rest of the roster, all three are accessible during a match and range from an offensive ability that deals chip damage greater than some unblocked finishers, to a built-in resurrection. Exactly as it says on the tin, the latter allows Gill to have a redo on the rare occasion that he actually is defeated.

We're well past the days when 3rd Strike was a mainstay of esports tournaments but on the rare occasion they are held, Gill is unsurprisingly banned from the get-go.
