9. Rocker Rakakku Gouji (Jet Set Radio Future)
Released in 2002, Jet Set Radio Future was set 22 years in the future in Tokyo, Japan, and apparently we should expect bolo ties to make a huge comeback. Gouji has a lot of different styles going on--Seinfeld-esque puffy shirt, little-leauge coach sunglasses, hipster scarf, etc., and so it's hard to get an idea of what we should expect from culture in the future (according to Sega). Gouji's outfit only becomes funnier when the player unlocks him as a playable character. It's basically everything you see here, but in roller-skates--what could be better? Oh, those skates are solid gold? Okay, that's better (worse).
