While not trying to be harsh, the game could be implemented in citizenship lessons at schools, a reminder of what happens if you don't keep your grades up. Even taking the game on its own terms, it's apparently not very good; Gamespot famously gave it 1.5/10, declaring that it wasn't even able to get the basic physics of street-cleaning right, and is therefore a failure even for the relatively low standards of the simulator genre. It almost makes us actually want to play the game, but not quite.
