Could you technically play video games online in the early 90s? Yes. Did anyone actually get to experience this technological wonder? Hell no.

Let's assume you lived somewhere populated enough to actually offer a decent dial-up internet provider. Even with a semi-reliable online connection, actually getting to play a game online was a roll of the dice at best. 

Dropped connections or no connections at all were the norm, and your time spent playing a game was directly related to how long you could secure the phone line. Of course, let's not forget that the the advanced technology required to even attempt all of this would cost you big time. 

Being able to play online whenever the desire occurred would remain a fantasy to all of us for another decade at least.
