9. Beyond Good & Evil 2
There's no game in supposedly active development right now with more question marks hanging over its head than Beyond Good and Evil 2, which after years of false starts and rumours was formally unveiled by Ubisoft at E3 2017.
In the five years since, however, updates have been sporadic at best, and with game director Michel Ancel leaving Ubisoft in 2020 under unfortunate circumstances, many fans and industry reporters alike have speculated that Beyond Good and Evil 2 has effectively become vaporware.
In August, however, journalist Tom Henderson revealed that the game was indeed still alive and being actively developed by the studio, but because gameplay had been significantly overhauled since Ubisoft last revealed any new footage, it's still in a highly incomplete state.
Henderson's sources who've played the game said that it "lacks direction" and they had "no idea" what they were doing during play, while suggesting it's still several years away from release.
At this point it feels like a bit of a sunk cost fallacy for Ubisoft, that they can't possibly drop the game after investing so much time and money into it, even though it's incredibly difficult to believe the end result will be anything more than a messy open-world game padded with all the typical Ubisoft bloat.
