7. Sebastiano Di Ravello - Just Cause 3

Just Cause 3 kicks off with our hero, Rico Rodriguez, returning to Medici, only to learn his homeland has been seized by the brutal generalissimo, Sebastiano Di Ravello. Vowing to free his people, Rico takes it upon himself to dismantle Di Ravello's oppressive regime. After you destroy his export train, disable his bombs, and overtake his central command centre, you'd think the maniacal dictator would surrender.

Instead, Di Ravello faces Rico on an active volcano while piloting a military helicopter that's armed to the teeth. No matter how well-equipped you are, you can't dent Di Ravello's health until he turns off his bavarium shields. But because he's usually attacking you when he deactivates his defences, you're left vulnerable while shooting him. Because your most devastating attacks will only knock off a minuscule amount of health, this confrontation is quite a slog.

But it doesn't have to be. While the helicopter's shields are down, you can attach grappling lines to the vehicle's base, causing it to smash into the ground. This method requires astounding precision, but it's a much faster solution than wasting umpteen clips at Di Ravello.
