3. XCOM 2 - Why Does No One See The Skyranger?

A lot of things about XCOM 2 don’t make sense: ‘guerilla forces’ conduct commando-style raids against heavily guarded cities: a technologically superior foe cannot trace real-time broadcasts; and the commander of XCOM can’t tell their annoying XO to shut up.

Still, those can, with a fair bit of mental gymnastics, be explained away. What cannot be explained is why Advent, and all the people in their mega-cities, never notice XCOM’s flying battle taxi zipping around above them.

The Skyranger is not a stealth aircraft, nor is it equipped with a cloaking device. How then, is it able to, despite the fact that we know that Advent has access to radar, approach Advent-controlled cities and deploy soldiers via fast-rope onto streets crawling with civilians and aliens, without being detected?

Are we meant to believe that no one in a densely populated urban environment can use the Mk I Eyeball and simply look up?

Gameplay-story segregation is all very well, but when the plot is this closely tied into the concept of a guerrilla war with its stealthy hit-and-run attacks, then flying unnoticed into a city becomes a major plot issue, and a completely nonsensical one.
