3. The Illusive Man – Mass Effect 2 + 3
Throughout the Mass Effect series, Commander Shepherd is assisted by an illusive man called... The Illusive Man. Since you are both at odds with the Reavers, the enigmatic figure helps Shepherd against the Collectors and offers his own ships in his missions. He was even nice enough to resurrect Shepherd when he died in Mass Effect 2.
But when The Illusive Man tells Shepherd he intends to control The Reavers rather than destroy him, the commander realises he poses a bigger threat to humanity than anything else. So, when Shepherd finally confronts him in Mass Effect 3, you expect some sort of throw down.
But that is not the case. No matter what way you answer his questions, the conversation always ends with Shepherd shooting him dead.
Interestingly, The Illusive Man was meant to be more of a traditional final boss by mutating into a giant beast. The developers believed this idea was too cliched (I'm looking at you, Resident Evil), and so, scrapped the idea.
The creators also believed a standard boss fight would've contradicted the philosophy of The Illusive Man, since he posed a threat intellectually, not physically.
