8. XIII - Walter Killed The President
The plot for Ubisoft's hyper-artistic shooter XIII revolves around the assassination of the President of the United States, and how protagonist Jason Fly is accused of committing the murder. You spend the game trying to make sense of your amnesia and also uncover the real shooter, which leads to a rather unexpected reveal at the end of the game, that the President's well-to-do brother Walter is, in fact, the bad guy all along: the dude who has been helping you out for large chunks of the game was behind it all. Walter shows up with his armed guards and then...the game just ends. This would be a savage hook were a sequel ever made, but a decade later, it hasn't happened, so gamers have just been left to imagine what might have come of a Jason vs. Walter face-off. It's extra frustrating because this could so easily have been solved with a few more scenes and one more boss battle: it's not at all open-ended, but leaves our protagonist in a very precarious position forever more.
