To this day, I still don't really know what Infinity Ward were really trying to say, despite reading an interview with PCGamer, where designer Mohammed Alavi noted its purpose was to "sell why Russia would attack the US, make the player have an emotional connection to the bad guy Makarov, and do that in a memorable and engaging way."
It's definitely 'memorable', I'll give him that, but as for using the massacre of a public place for the sake of propelling you through a fictional narrative, doing so in the same decade as 9/11 was just off-putting. You can put pretty much anything under the bracket of "entertainment" and simply by being fictional, it will cause most complaints to be washed away.
However, giving you the option to fire on innocent civilians just for the sake of a bit of 'role play' (you were an undercover agent) took things that little bit too far, and ended up drawing the ire of the mainstream press in the process.
Personally, I think Infinity Ward could've achieved a personal connection to Makarov and sell why Russia would attack the US, without invoking real-world public shootings or harrowing disaster footage.
