12 Video Games You Presumed Were Massive Flops (That Really Weren't)

12. Resident Evil: Operation Raccoon City

Operation Raccoon City was a Resident Evil spin-off title released in 2012, a third-person shooter which smartly placed its focus on online play, though sadly was rinsed by critics for its poor design, generic gameplay and litany of bugs. The consensus seemed to be that it was unworthy of the Resident Evil name, and felt like any old shooter with the franchise name slapped onto it. Developers Slant Six Games took to their Twitter account shortly after release to call out the reviews, claiming "We're listening to the players though and they seem to like it and that is the most important thing." Normally this sort of speak sounds like denial, but Slant Six weren't wrong: Operation Raccoon City was not the flop that its dismal reviews and low post-release profile would suggest. Indeed, the game has sold over 2 million units to date across three platforms, which for a non-mainline Resident Evil game is rather impressive, and far ahead of most of the other Resident Evil spin-off games that have come along. Frankly, most of us wish the game had bombed, as releasing dreck like this under a franchise name just reeks of exploiting your fanbase's insatiable thirst for more (even if they should know better).
