Ask somebody what the greatest moments in Arkham Asylum are and you'll inevitably hear the 'Scarecrow sequences' in response. Through the use of his fear toxin, the villain formerly known as Jonathan Crane is able induce hallucinations that Batman must endure, forcing him to live his nightmares in a series of trippy and often terrifying sequences.

Scarecrow has always been an impactful villain for his use of fear of a weapon. He mirrors Batman in this regard, though their ultimate objectives differ.

Crane has been seen on screen in all three of Nolan's Batman films, though his appearances in the latter two were cameos and he played second fiddle to Ra's al Ghul in Batman Begins. Though he succeeds on unleashing his fear toxin upon areas of Gotham in this appearance, his actions in Arkham Knight, where he functions as the main villain, are much more horrifying. Deformed by an encounter with Killer Croc in Arkham Asylum, he seeks to both coat the entire city in his fear toxin and break Batman, first by appearing to murder Barbara Gordon and later by forcing the Dark Knight to reveal his identity to the world.

He is successful at accomplishing both objectives to an extent, though Batman is able to team with Poison Ivy to neutralise the toxin threat (albeit at the cost of Ivy's life) and subdue Crane after his identity as Bruce Wayne has been revealed. Nevertheless, Scarecrow's achievements could be used on screen to great effect, particularly his forcible unmasking of his opponent, which could subsequently lead to an adaptation of the 'battle for the cowl' comic storyline that sees numerous individuals attempt to assume the Batman identity.
