10. Fire Emblem
If you're excluding Super Smash Bros. this was the first time westerners got a taste of Fire Emblem. Actually titled Fire Emblem: The Blazing Blade but given to us as simply "Fire Emblem" because I guess Japan didn't want to confuse our small western minds, this is great and a pretty great place to start with the series.
It has compelling characters, an interesting story that is relatively constrained in comparison to later entries so it's unlikely to put people off, and the combat here is simple yet engaging.
Interestingly this entry is a prequel to Fire Emblem: The Binding Blade, a game which might be alright - I wouldn't know as we never got it over here. That game stars Roy who because of his inclusion in Super Smash Bros. Melee is one of the most recognisable characters in the series, so it's strange that The Binding Blade wasn't localised but this game which stars Roy's dad was.
Luckily every Fire Emblem game after this other than the DS entry Fire Emblem: New Mystery of the Emblem has been released outside of Japan as Fire Emblem: The Blazing Blade proved that Fire Emblem can be profitable in the west.
