If we were awarding titles based purely off gameplay and nothing else, The Phantom Pain would walk it.
Hideo Kojima's final Metal Gear is as barmy as always, but by going open-world he frees up your infiltration options per area. Twinned with Kojima's own "kitchen sink" mentality, the sheer amount of possibilities you have - whilst also building your army one scanned soldier at a time - makes MGS V stupidly hilarious, addictive and satisfying in equal measure.
Even a hampered ending can't fault how supremely well designed everything about playing this really is.
