There would be no stealing airplanes or riding bicycles off the top of a mountain to be found here, as the game was focused on being as realistic as possible at all times in an effort to deliver the most sombre story in the series to date. That's what makes the Heart of Liberty City Easter egg so completely weird. At no point had the game even hinted that something as weird as a real heart in the Statue of Happiness could ever possibly be a thing but if players explored enough they would be able to find it, clear as day and constantly beating. Then most of them tried to shoot it.
