17. Nidoking/Nidoqueen
You may point out that having two Pokémon in one entry pushes this list to an awkward twenty one rather than the rounded twenty, but these two are so obviously similar that it was hardly worth splitting them down for individual criticism.
Both Nidoking and Nidoqueen would have acted as many players' "unusual" type entry to their team in the first generation, but by now this niche has been beaten by so many other beasts. The Poison/Ground type was an interesting concept for earlier players but, with combinations being so commonplace these days, a lot of that uniqueness has been replaced by obscurity.
Nidoking and Nidoqueen are also strangely balanced as far as stats are concerned, making it difficult to really benefit from one or two major strengths. They're not bad Pokémon, they just don't excel at anything. They may be named king and queen, but these two are certainly the proverbial "jacks of all trades".
