21. Leon S. Kennedy (Resident Evil)

There are many heroes within the Resident Evil franchise, but Leon S. Kennedy has undeniably seen the most action. Beginning as just another rookie cop, his survival of the Raccoon City incident was only the beginning of a meteoric rise within the ranks of government, until he ended up as the personal body guard of the President of the United States himself.

Leon had to put his experience and expertise to action in Resident Evil 4 when the president's daughter was kidnapped by the Los Illuminados in Spain. Against seemingly insurmountable odds Leon succeeded, fighting armies of parasitic villagers and monstrosities, and all the while never forgetting to throw in a corny joke or two to alleviate the tension.

Leon helped save the world yet again in Resident Evil 6, with the help of Secret Service agent Helena Harper. Time and time again, Leon Kennedy has demonstrated his ability to both survive and complete any task given to him with a calm and cool demeanour that makes him the perfect man for the job.
