That's right, CODE: Veronica was intended as the third, going as far back as planning roots on the Sega Saturn. Jill's adventure was started as a spin-off, but Sony lobbied for the exclusivity of the next numerical ordered game on their flagship console. Numbers sell you see.
So, to placate Sega and not scrap the development of this then-powerhouse of a game, Capcom granted console exclusivity to the Dreamcast.
Of course, fans are familiar with how Capcom treats exclusives nowadays, but for then, this was the peace offering for Sega.
