18. The Sack In The Regenerator Room (Resident Evil 4)
The entire Regenerator Prison sequence from Resident Evil 4 is one giant WTF moment. Its absolutely terrifying, and the Regenerators themselves are some the series most horrifying monsters. In fact, the only thing more disturbing is the ambiguous white bag hidden in the dumpster, the one that convulses furiously and makes strange breathing sounds, the one that contains the worst thing your imagination can dream up.
