A change of scenery to the city in the skies of Columbia was a necessary deviation from the series, but nothing can compete with the expansive underwater Rapture.
One of the main draws of Bioshock is the unique atmosphere and tension created by the splicers dwelling in the confines of the claustrophobic city. The self-funded city created by Andrew Ryan has a wide array of areas that perform different functions to keep the scenery looking fresh. Bioshock 2 delivers more of what Bioshock gave, and there's nothing wrong with that.
As previously mentioned, a series has to continue to grow to keep itself relevant. There's plenty to admire in the early 20th century Columbia in Infinite, but one can't help but miss the tension of the mumbling splicers lurking in the dark.
Bioshock Infinite gives players Burial at Sea for DLC that takes Mr. Dewitt and Elizabeth to Rapture, but that's not enough to replace an entire game of Rapture. Not only does Bioshock 2 return to the city beneath the seas, but it does so in a way that makes sense to the story. As far as creating a sequel that fits naturally into the overall narrative, Bioshock 2 sticks the landing.
