Critically acclaimed it may be, but I've always thought Bioshock Infinite was more than a product of a troubled development. You can read more about it here, but sufficed to say, a very well thought-out introductory sequence set up a sense of place in the cloud-topped city of Columbia, only for nothing else about the game to make thematic sense.

The Tonics, that 'worked' in the underwater city of Rapture - mainly as being a haven of scientists and free-thinkers gone mad, they were widely available - now appeared to be sold as commodities in Columbia's high-brow society. Meeting the villainous Comstock after hours upon hours of game-time was totally flat too, as 'hero' Booker killed him in a cutscene before anything could be said.

In addition, combat had some genuinely infuriating scenes were you were beset by hulking bullet-sponge enemies like the Handymen, and that was before the ending twist flipped the entire franchise on its head, seemingly for the sake of trying to 'outdo' the original game's Andrew Ryan switcheroo.
