Controversial though it may be, the rumoured Batman Arkham: Court of Owls game should probably include the Court of Owls - for some pretty obvious reasons.
But the actual important part of including the Court of Owls lies in the way they are included in the game, instead of the simple fact they are there. It'd be very easy to just make the villainous group some kind of secret cult hanging out in Gotham, but that would really take away from some of the magic of having them feature in a game.
Because a good portion of the importance behind the Court of Owls lies within what their nature reveals about the Batman universe as a whole. The idea that Gotham is built on some weird and wild stuff is by no means only shown through the Owls, but it certainly helps knowing its first inhabitants were creepy mysterious owl people.
The Court of Owls could be used in the game in many different ways, so it's vitally important to a game that stars them to use them well.
