6. Carmine Falcone
Although we know the Falcone crime family exists in the world of Arkham, we've never seen Batman go one-on-one with the crime syndicate's leader, Carmine. Depicted in the Nolan films, Gotham TV show and the Telltale games, it's strange that this mafia boss has not yet been taken on in the Arkham universe, but WB's next outing will hopefully fix that problem.
A powerful crime lord with numerous high-power connections, Carmine Falcone has the potential to make for a very different type of villain than we're used to in the Arkham universe. His power in Gotham could mean Batman has to play with a very different ruleset when facing him, perhaps even needing to fall back on his persona outside the cowl to take him down.
We've never really seen Batman's identity outside the suit feature heavily in any of the Arkham games, but with Falcone's storylines often being so intertwined with Wayne enterprises in the comics, this could be the perfect time to let players learn more about how Bruce Wayne is seen by the people of Gotham.
However it's done, Falcone is a staple of Batman mythology and one that would make for a deeply intriguing and unique foe.
