8. Maxie Zeus

Another villain who got his first nod in Arkham Asylum, Maxie Zeus is a character children of the nineties will all too likely remember, owing to his appearance on the BTAS episode, Fire from Olympus.

In that episode (and the comics), Maxie is a millionaire obsessed with Greek Mythology, so much so that he convinces himself that he's the king of olympus himself, Zeus. He goes on to foster a criminal empire, and has a lightning rod he can use to electrocute his enemies. Nice.

He's a pretty nasty fella, but one who's also mustered two (off-screen) appearances in the Arkham series thus far. On top of the aforementioned reference in his Asylum cell, his club - the Gotham City Olympus - is a submerged locale in Arkham City. With that in mind it certainly feels that Rocksteady had designs for the character - plans that Montreal must surely be looking to adapt.

He's not the most compelling villain by any means, but he provides a physical presence and a neat callback to the nineties animated show, to which the Arkham series owes its existence. There's no way he'd be able to anchor a six hour-long story by any means, but as a side character, Montreal could do a heck of a lot worse.
