4. Azrael

Azrael is a big part of the infamous Bane-breaks-Batman's-back storyline that got completely skipped over in the Dark Knight Rises. Perhaps Jean-Paul Valley could get some sort of closure with an appearance in Arkham Knight, doing what he did in the comics but without having the courtesy to wait until Bruce Wayne had spent more time lying around in bed waiting for his spine-punch surgery. Having broken out of his childhood brainwashing to be part of an ancient order of assassins, Valley became an apprentice crime-fighter with Batman and Robin, later assuming the former's identity when he was unable to perform his duties (Because he had his back broken, remember?). Valley even started wearing a tooled-up costume, the sort the Arkham Knight seems to boast, so it's not so crazy to suggest Azrael might be the knew villain Batman's gonna be tangling with.
