9. Gearhead
One of the more obscure of Batman villains, Gearhead would fit perfectly into the Arkhamverse canon as a key adversary to test Batman's metal behind the Batmobile. Though the rather garish incarnation of the character featured above wouldn't be the most ideal one to draw inspiration from in an Arkhamverse reinvention, the somewhat more recent version of the character featured in 'The Batman' would be a far more appropriate choice to lead with. https://www.youtube.com/watch?v=UvedA4dMoR8 Gifted with an amazing intellect and an obsession with motorised technology, Gearhead could challenge the Caped Crusader in multiple ways throughout the DLC, and would even enable Rocksteady to continue with the racing challenges already introduced by Riddler in Knight's vanilla experience. A good mixture of the old with the new would really make for an interesting take on the character, and he's definitely one that deserves a second chance.
