6. Ra's Al Ghul

And so we turn to the head honcho in question: the 600-year-old Head of the Demon, Ra's al Ghul.

By the time Batman's runs into Ra's in Arkham City, the man appears old and weary, confessing that he is frightened of what his repeated use of the Lazarus Pit has turned him into. He wants Batman to kill him, for good this time, so that The League of Assassins can have a worthy male heir.

Obviously, Batman has neither an interest in killing Ra's nor running a legion of eco-terrorists, so he refuses. When Ra's reveals himself to be the mastermind behind Protocol 10, it becomes clear that the destruction of Arkham City is actually his long-term goal of purging Gotham of its corruption.

Hugo Strange's actions send Ra's falling to his death, but in Arkham Knight, thanks to the Lazarus Pit, he is (kind of) alive once again. Batman has the choice to destroy the pit and let him die, or restore him to health, which involves him making a run for it. After 600+ years, it should be pretty obvious what the right thing to do here is.

On his deathbed in the GCPD, Ra's al Ghul's last words to Batman are, "Detective...proud...of...you..."
