9. Talon
Talon is probably the most likely new villain to appear in the upcoming Batman game. Warner Bros Montreal has been teasing the involvement of the Court of Owls for quite a long time now, and you can't make a game about the Court of Owls without including Talon.
He's one of Batman's most dangerous villains introduced in recent years, boasting a wide array of lethal weapons and an unmatched fighting ability. He is similar to Batman in a lot of ways, and this makes him unique from most villains we've faced in Batman games thus far. He's essentially a Batman who isn't at all opposed to killing, and in fact revels in it.
Talon is really a man named Lincoln March who believes himself to actually be Thomas Wayne Jr., a secret child of Thomas and Martha Wayne. Batman going up against a man who he thinks might be his brother would add an incredibly emotional and gripping layer to the story that isn't there with most other villains. Bruce thinking he might finally have part of his family back is something he would take very seriously.
By including a character with such an interesting identity, the game would also be able to provide Batman with a lot of engaging detective sequences, something that Warner Bros. Montreal did great with in Arkham Origins.
