8. The Phantasm

Ever since her debut over 25 years ago, the Phantasm has become one of the most iconic and menacing foes in Batman's rogues gallery. This is in spite of the fact that she's only ever appeared in the DC Animated Universe. However, her canon comic debut is coming very soon with Tom King's Batman/Catwoman series, which makes her fair game to appear in other non-DCAU media as well.

Andrea Beaumont was Bruce Wayne's first and strongest love. He loved her so much that he was ready to quit being Batman, because he finally felt happy and at peace in his life. Of course, this didn't last very long, and she vanished from his life as quickly as she appeared in it.

This deep personal connection she shared with Bruce was tested when she returned to Gotham years later as The Phantasm, a hooded figure responsible for the murder of many prominent mafia members. If this same backstory was implemented into the game, it would make for one of the most emotional parts of the series when Batman discovers her true identity. Players would sympathize with him as his strong moral code conflicted with his strong emotional attachment towards Andrea.

The Phantasm also has an incredibly cool design that would look great rendered in the series' full 3D realistic art style. Her costume could make her one of the most threatening figures in the whole series.
