4. Lance Vance (GTA: Vice City)
Easily one of the coolest characters to ever grace the GTA universe (or wear pastel suits), Lance Vance is one of Vice City's classiest criminals, and serves as Tommy's partner in crime for large portions of the game. Who can forget the Lance Vance dance? That said, while his exterior exudes a cool ease, he does often act irresponsibly and impulsively, placing both himself and others in extreme danger. His complex about being handled with kid gloves is what leads to the epic Scarface-inspired finale, in which Tommy wipes out both Sonny Forelli and Lance himself. Still, for most of Vice City, Lance and Tommy's partnership is arguably the best-developed in the game, and the first real glimpse we had gotten of this sort of dynamic in this series. The similarities to Miami Vice's Ricardo Tubbs, meanwhile, are no accident, given that the character is voiced by Philip Michael Thomas, who played Tubbs on the show.
