9. The Entire "No Russian" Level
If Activision was going for the most controversial moment in video game history (what else could they have possibly been going for here...), Modern Warfare 2's "No Russian" mission accomplished just that, and the competition doesn't even begin to come close.
Four stages into the game, players take control of an undercover CIA agent who is forced into a mass shooting at a Moscow airport, in order to maintain his cover and get close to the leaders of a Russian terrorist group, in particular the game's chief antagonist Vladimir Makarov.
For those who were in a Fallout-esque cryogenic tube and somehow didn't see the mission or the controversy that followed, you quite literally carry out a brutal terror attack murdering hundreds of innocent civilians.
Needless to say the mission received an abundance of criticism, with many pointing out its poor taste given recent real life shootings.
The mission itself doesn't feature in the Russian release and in all other nations had an option to skip the graphic mission, but realistically when an option appears to skip something in a video game, who isn't going to be intrigued and play it anyway?
