3. Videl (With Great Saiyaman)
Although she's a popular character (as well as the first crush of thousands of grown adults worldwide), it's not exactly unfair to say Videl doesn't have much to her fighting style in terms of style. So how could Arcsys work around this limitation, whilst simultaneously adding in another popular character to the roster at the same time?
Giving her an assist move with Gohan, akin to Android 18 with Android 17, would satiate the die hard fans clamoring for a Great Saiyaman DLC. Gohan's power level and his moveset barely changed between the Cell Arc and his introduction in the Buu arc, so building an entirely new character around him would seem like kind of a waste.
However, in this sense fans could have their cake an eat it too, as Videl's limited moveset could be added to the Great Saiyaman's limited moveset to form one whole, well-rounded moveset. Arcsys have toyed with assist characters in the game, like Nappa and Ginyu for instance, so there's no reason why they couldn't do the same with Gohan and Videl.
Besides, who doesn't want to see Dragon Ball FighterZ number one couple on a team together? Well, number one besides Krillin and 18 that is.
