6. More Factions
By the time Skyrim was finished, it had a TONNE of factions to join up with. If you fancied yourself a warrior, then the Companions in Whiterun were your people. If you were more inclined to assassinations and creepy coffins, then the Dark Brotherhood would be your first port of call. Or, if you were more interested in slaying the undead, then you could also join up with the Dawnguard, a sacred old group of vampire hunters.
Basically, if you had an angle in mind for your character in Skyrim, then there was an organisation to join up with. And the same rule should apply for the follow-up.
There are all sorts of roles and groups that didn't make the cut in Skyrim that would be great for the next title. Maybe players could join the Alik'r, Hammerfell's mercenaries who we last saw in Whiterun extraditing Saadia back to their homeland, or link up with a band of pirates sailing the high seas?
