9. Cole Phelps - LA Noir

Cole Phelp's position as a detective makes him a unique protagonist by Rockstar's standards. Although quite capable in combat, he's primarily a thinker rather than a fighter. Like Niko Bellic, he is forced to endure internal turmoil as a result of his military past, an old career which comes back to haunt him in the events of LA Noir. Phelps is such an interesting character because he is so flawed, especially in comparison to the game's secondary protagonist, Jack Kelso. Phelps is racked with guilt after an act of cowardice in the war, and commits adultery despite being the father of two daughters. Phelps' sudden, shocking death at the end of the game prevents players from ever truly understanding him - an ironic outcome given the protagonist's obsessive pursuit of the truth.
