And just as the "decline" of Cena is important, so too is the boost of Seth Rollins - something a significant number of fans have balked at. Like it or not, Rollins is the top man working a full schedule, even with some controversy over his record of injuring others.
If only WWE could recapture his appeal for Roman Reigns, eh?
2. Steve Austin

No matter how much distance there is between his retirement and the release of games, it seems that Stone Cold's profile continues to grow. He's royalty, the modern era was built (at least partly) on his broad shoulders and if there's anyone to rival Brock Lesnar at the monstrous 95 rating, it's him.
He also looks great, which is always helped by not having any hair.

It shouldn't come as any surprise to anyone that the Beast Incarnate should top-line his own showcase game: there should be little doubt that it was suggested when he was asked about becoming the cover star, in fact.
He might work to his own schedule, but he's a legitimate force of nature (just as Paul Heyman), and it's a fitting tribute, even if he'd probably have preferred to be top-billed alone.
